Oak Lawn fire chief to add Chicago Ridge to his duties (more)

The Southtown Star recently published an article detailing a unique partnership between Oak Lawn and Chicago Ridge, where they have agreed to share the services of a fire chief. The arrangement involves Oak Lawn’s current Fire Chief, George Sheets, taking on full operational leadership of the Chicago Ridge Fire Department. According to the agreement, which was approved by both village boards, Sheets will have complete authority over the department's personnel, equipment, and vehicles. However, staffing decisions—such as hiring and firing—will remain the responsibility of the Chicago Ridge mayor and trustees. The contract also states that Sheets will be in charge of disciplinary actions within the department. This unusual setup was officially approved on July 8 by Oak Lawn and July 15 by Chicago Ridge. Under the terms, Sheets is expected to spend at least one-third of his time at the Chicago Ridge Fire Department, handling managerial and administrative duties. In return, Chicago Ridge will cover one-third of his annual salary. This means the village will pay $37,695 for the remaining months of this year, and continue with the same arrangement through 2016. While Sheets can be removed from his role at any time and for any lawful reason, the agreement stipulates that Chicago Ridge would still be obligated to cover his salary through 2016 if he were to leave early. Either Sheets or Oak Lawn must provide at least 30 days’ notice before ending his tenure in Chicago Ridge. Additionally, Sheets will not be eligible for benefits such as civil service protection, pensions, workers' compensation, health insurance, or disability coverage through Chicago Ridge. He will continue to receive these benefits as a full-time employee of Oak Lawn. The agreement also clarifies that any legal action involving Sheets’ actions in one village cannot include the other as a defendant. This arrangement highlights a creative approach to resource-sharing between two neighboring communities, aiming to optimize efficiency while maintaining clear lines of responsibility.
