Xie Yang said: “In 2008, the country’s annual investment in rural areas was 600 billion, in 2009 it was 700 billion, and last year it reached 818.3 million, which is higher this year. The degree of mechanization of crops in southern paddy fields and winter fields is low, and surrounding Hubei and Sichuan All are big provinces of rapeseed. There are many hilly areas. Large-scale agricultural machinery can not be launched, but it provides opportunities for the development of micro tillage machines."

Xie Yang stated in the "12th Five-Year Plan period economic policy and prospects for the tertiary and tertiary markets" that Chongqing has a very good foundation for industrial manufacturing, but also has a high level of automotive and motorcycle companies, and there are many new industries. It has the unique advantage of creating a “city of Chinese tiller”. The level of agricultural mechanization in the northeast region is very high, and the world's largest horsepower tractors can be produced there. Even in the northeast, the “drip irrigation” technology that is being vigorously promoted recently has a large number of orders that can be shared by related enterprises in the southwest region. Cultivators can radiate to neighboring provinces.
