Yunnan cooperates with PetroChina to build an oil refining and chemical base

According to Xinhua News Agency, during the opening session of the 11th People's Congress of Yunnan Province, the provincial government announced its intention to establish an oil refining and chemical base. In his "Government Work Report," Governor Qin Guangrong highlighted that strategic cooperation with China National Petroleum Corporation (CNPC) has moved into the implementation phase. This marks a significant step in Yunnan's efforts to enhance its energy infrastructure and reduce reliance on external oil supplies. Since 2007, discussions around PetroChina’s refining and chemical projects, particularly in Chongqing and Yunnan, have drawn considerable media attention. The development of an oil refining and chemical base in Yunnan is expected to significantly cut down the distance crude oil needs to travel within the country, thereby reducing transportation costs. Moreover, it will help supply western provinces such as Sichuan, Chongqing, Guizhou, and Guangxi more efficiently. In 2008, Yunnan included the establishment of this oil refining and chemical base among its 20 major construction projects. The province also aimed to implement a cooperation agreement with CNPC and work closely on the project's construction, focusing on downstream product development and utilization preparations. The Yunnan Provincial Development and Reform Commission report at the meeting emphasized efforts to begin construction on the first batch of key projects, including a 10-million-ton oil refining facility. It also mentioned collaboration with the state on the preparation of the Sino-Myanmar oil pipeline and natural gas pipeline projects. These initiatives aim to accelerate the development of refined oil pipelines and petroleum reserves within the province. Yunnan itself does not produce any crude oil, making it highly dependent on external sources for its fuel needs. Currently, the province relies mainly on refineries in South and Northwest China for its supply. Due to the long distances involved, transportation costs remain high, placing Yunnan at the end of the national oil distribution network. Among the four major challenges limiting Yunnan’s development—“coal power, oil, and oil transportation”—any disruption in oil supply can quickly lead to broader issues in coal, electricity, and logistics.
