U.S. abolished anti-dumping duties on Japanese neoprene rubber

The U.S. Department of Commerce recently decided against imposing a 55% anti-dumping duty on neoprene AF imported from Japan, a key raw material used in adhesive production. This decision comes after pressure from industry groups and companies concerned about supply chain disruptions. On January 23, DuPont High Performance Elastomers submitted a formal request to the U.S. Department of Commerce to remove the anti-dumping duties on neoprene AF. The American Adhesive and Sealant Council (ASC) had previously made a similar appeal. Both parties argue that maintaining these tariffs could worsen an already tight supply situation in the North American market. Since the closure of Polimeri Europa S.p.A.’s French neoprene plant on September 30, 2005, global supply has become increasingly constrained. More recently, DuPont itself shut down its Louisville facility, which produced several grades of chlorinated rubber. This move is expected to further strain the availability of critical materials in the region. According to an ASC investigation, discontinued neoprene grades such as AOS1120, AQS 2540, and AF are essential for producing adhesives and sealants. With these materials no longer available, the industry is facing potential shortages. In response, both ASC and DuPont have urged the U.S. Department of Commerce to ease import restrictions on chloroprene rubber from Japan, aiming to safeguard the needs of the domestic adhesive and sealant sector. This is not the first time such a request has been made. In 2005, Gates, along with Goodyear Tire & Rubber and the American Automobile Equipment Manufacturers Association, also sought relief from the U.S. International Trade Commission. However, their request was opposed by DuPont Performance Elastomers and LANXESS, and the commission ultimately upheld the tariffs in 2006. Now, with the same concerns resurfacing, the industry is once again pushing for a more flexible approach to imports.
