U.S. abolished anti-dumping duties on Japanese neoprene rubber

The U.S. Department of Commerce has recently decided against imposing a 55% anti-dumping duty on neoprene AF imported from Japan, a material widely used in the production of adhesives. This decision comes after several key players in the industry, including DuPont High Performance Elastomers, submitted requests for the removal of such duties. On January 23, DuPont filed a formal statement with the U.S. Department of Commerce, urging the withdrawal of anti-dumping measures on neoprene AF. This follows similar requests made earlier by the American Adhesive and Sealant Council (ASC), which has long been concerned about the impact of these tariffs on the domestic adhesive and sealant industries. It is worth noting that since the closure of Polimeri Europa S.p.A.’s French neoprene plant on September 30, 2005, global supply has become more constrained. More recently, DuPont Performance Elastomers shut down its Louisville facility, which produced several grades of chlorinated rubber. This move has exacerbated supply shortages in North America, particularly for critical materials like neoprene grades AOS1120, AQS 2540, and AF—materials essential for producing adhesives and sealants. In response to this growing concern, ASC and DuPont have jointly asked the U.S. Department of Commerce to lift restrictions on imports of chloroprene rubber from Japan. Their goal is to ensure that the North American adhesive and sealant sectors can continue operating without disruption. This is not the first time such a request has been made. In 2005, Gates, along with Goodyear Tire & Rubber and the American Automobile Equipment Manufacturers Association, also sought relief from the U.S. International Trade Commission. However, their petition was opposed by DuPont Performance Elastomers and LANXESS, leading the commission to maintain the tariffs in 2006. With the current supply challenges and ongoing industry pressure, the recent decision by the Department of Commerce marks a potential shift in policy, offering hope for a more stable supply chain for manufacturers relying on neoprene AF.
