Guizhou Uses Policies to Promote Local Environmental Protection

Since 2008, Guizhou Province has introduced a "regional limited approval" policy aimed at strengthening environmental protection efforts in areas with weak regulatory frameworks. This initiative is designed to push local governments to improve their environmental management and ensure compliance with national standards. Li Kangmin, director of the Guizhou Provincial Environmental Protection Bureau, explained that this policy will be applied selectively in regions where the removal of outdated production capacity has not been completed, where environmental violations are frequent, and where pollution emission tenders and key projects fail to meet responsibility targets. Additionally, areas where urban sewage treatment facilities have been delayed or underperforming—such as those where the actual treatment capacity falls below 60% of design capacity within one year of completion, or where facilities are built but not operated without justification—will also be subject to the regional limited approval policy. The policy also extends to the Qingshuijiang and Wujiang River basins, which are critical watersheds in the upper reaches of the Yangtze and Pearl Rivers. Projects involving the discharge of phosphorus, fluoride, heavy metals, and persistent organic pollutants from outside sources will be halted to safeguard the ecological security of these vital water systems. Moreover, starting in 2008, the Guizhou Provincial Environmental Protection Bureau began conducting annual assessments of water quality in cross-city rivers, key rivers, and county-level areas. If a region fails to meet its pollution control targets or experiences a rebound in pollution levels, all new construction projects in that area will be temporarily suspended. This approach aims to create stronger accountability and drive more effective environmental governance across the province.
