Guizhou Uses Policies to Promote Local Environmental Protection

Since 2008, Guizhou Province has introduced a "regional restricted approval" policy aimed at strengthening environmental protection efforts in areas that have shown weak commitment to ecological sustainability. This initiative is designed to hold local governments accountable for their environmental responsibilities and to prevent further degradation of natural resources. Li Kangmin, the director of the Guizhou Provincial Environmental Protection Bureau, explained that this year’s policy will focus on regions where the elimination of outdated industrial capacity has not been completed, where environmental violations are frequent, and where pollution emission tenders and key projects fail to meet their responsibility targets. Under this policy, any area that delays the construction of urban sewage treatment facilities, fails to implement charging policies, or does not achieve at least 60% of its design capacity within one year of completion will face restrictions on new project approvals. Additionally, areas where sewage treatment plants have been built but are not operating without justification will also be subject to the same policy. The policy also extends to the Qingshuijiang and Wujiang River basins—critical upstream regions of the Yangtze and Pearl Rivers. Projects involving the removal of phosphorus, fluoride, heavy metals, and persistent organic pollutants from wastewater will be halted in these areas to safeguard the ecological security of the two river systems. Furthermore, starting from 2008, the Guizhou Provincial Environmental Protection Bureau has begun conducting annual assessments of water quality in cross-city rivers, key rivers, and county-level waters. If certain areas fail to meet their pollution control targets or experience a rebound in pollution levels, all future construction projects in those regions will be suspended. This comprehensive approach reflects the province's growing emphasis on environmental governance and sustainable development.
